The Russian government has sent a delegate to meet with some opec and non opec members to discuss unresolved issues relating to global oil cut before the meeting in Vienna on Saturday .
Russia has said they are committed to reduce their output by 300,000 barrels per day from the first quarter of 2017 and that other non opec members are being urged to do the same cut amount in order to boost global oil price .
